Nous avions donc examin\u00e9 en d\u00e9tail les facteurs sociaux impactant la valeur et consid\u00e9r\u00e9 le lien existant entre les besoins des utilisateurs et les vacances ou la fluctuation de locataires. Dans cet article, nous analysons maintenant les facteurs de co\u00fbt d\u2019un bien.<\/h5>\n<p>Avec les bouleversements actuels sur les march\u00e9s de l\u2019\u00e9nergie provoqu\u00e9s par la guerre entre la Russie et l\u2019Ukraine, le facteur co\u00fbt de l\u2019\u00e9nergie d\u2019exploitation est revenu au premier plan avec une intensit\u00e9 proche de celle de la crise p\u00e9troli\u00e8re des ann\u00e9es 1970. Bien que le propri\u00e9taire r\u00e9percute les co\u00fbts \u00e9nerg\u00e9tiques d\u2019exploitation sur les locataires, l\u2019attractivit\u00e9 d\u2019un bien en souffre.<\/p>\n<h5>Une phase de planification extr\u00eamement importante<\/h5>\n<p>Pour autant, il n\u2019est pas question de clore la discussion sur l\u2019efficacit\u00e9 \u00e9conomique. De nombreux autres facteurs de co\u00fbt doivent aussi \u00eatre pris en compte. Bien qu\u2019il soit bien connu que 80% des co\u00fbts totaux du b\u00e2timent sont engag\u00e9s dans la phase d\u2019exploitation, de mauvaises d\u00e9cisions en mati\u00e8re de construction sont souvent prises d\u00e8s la phase de planification, souvent en raison de consid\u00e9rations financi\u00e8res, avec pour cons\u00e9quence une hausse des co\u00fbts d\u2019exploitation voire la d\u00e9molition du b\u00e2timent. Il s\u2019agit de questions autour de la construction, la mat\u00e9rialisation et la m\u00e9canisation.<\/p>\n<h5>\u00c9num\u00e9rons quelques aspects pertinents financi\u00e8rement:<\/h5>\n<ul>\n<li>Des composants aux dur\u00e9es de vie diff\u00e9rentes: s\u2019ils sont indissociables, le mat\u00e9riau durable doit \u00eatre renouvel\u00e9 pr\u00e9matur\u00e9ment, ce qui augmente sa d\u00e9pr\u00e9ciation; en outre, les efforts visant \u00e0 atteindre une \u00e9conomie circulaire sont rendus encore plus difficiles;<\/li>\n<li>Une conception technique du b\u00e2timent incoh\u00e9rente: si les composants individuels ne sont pas adapt\u00e9s \u00e0 l\u2019usage du b\u00e2timent, le syst\u00e8me ne fonctionnera pas efficacement, ce qui augmentera les co\u00fbts d\u2019exploitation;<\/li>\n<li>De grandes zones de circulation: elles n\u00e9cessitent un nettoyage intensif et ne g\u00e9n\u00e8rent aucun revenu;<\/li>\n<li>Une forte proportion de fen\u00eatres (notamment des vitrages fixes), des mat\u00e9riaux co\u00fbteux \u00e0 entretenir ou plut\u00f4t non p\u00e9rennes, et un haut degr\u00e9 de m\u00e9canisation: cette situation augmente les co\u00fbts d\u2019exploitation, d\u2019entretien et de r\u00e9paration;<\/li>\n<li>Des modes de construction inadapt\u00e9s aux conditions naturelles (gr\u00eale ou zone inondable): ils augmentent les d\u00e9g\u00e2ts et donc les co\u00fbts d\u2019assurance.<\/li>\n<\/ul>\n<p>Le manque de sp\u00e9cifications et de consid\u00e9rations strat\u00e9giques est souvent une r\u00e9alit\u00e9 pour l\u2019exploitation des b\u00e2timents. En cons\u00e9quence, une vision globale des travaux de maintenance \u00e0 r\u00e9aliser fait d\u00e9faut et les r\u00e9parations sont alors initi\u00e9es trop tard. Cela engendre une plus grande usure, et donc des d\u00e9penses suppl\u00e9mentaires pouvant aller jusqu\u2019\u00e0 la d\u00e9molition pr\u00e9matur\u00e9e du bien- soit \u00abdu gaspillage d\u2019argent\u00bb.<\/p>\n<p>Tous ces aspects sont pris en compte dans les principes d\u2019\u00e9valuation de la SSREI. De plus, nous avons acquis la certitude que la valeur du bien peut souvent \u00eatre consid\u00e9rablement augment\u00e9e gr\u00e2ce \u00e0 des mesures structurelles ou organisationnelles mineures.
