Le sujet est-il arriv\u00e9 \u00e0 maturit\u00e9 au sein de la branche ?<\/h5>\n<p>L\u2019examen de la durabilit\u00e9 dans l\u2019\u00e9valuation immobili\u00e8re n\u2019est en rien nouveau pour la Chambre sp\u00e9cialis\u00e9e des \u00e9valuateurs du SVIT ni pour ses membres. D\u00e8s le guide NUWEL publi\u00e9 en 2011, le lien entre les aspects de durabilit\u00e9 et la valeur \u00e0 long terme a \u00e9t\u00e9 pr\u00e9sent\u00e9 de mani\u00e8re syst\u00e9matique. \u00c0 cet \u00e9gard, la nouvelle circulaire de la FINMA n\u2019introduit pas un th\u00e8me enti\u00e8rement nouveau, mais renforce et formalise une \u00e9volution en cours dans la branche depuis des ann\u00e9es.<\/p>\n<p>Dans la pratique, on constate aujourd\u2019hui que la durabilit\u00e9 est largement pr\u00e9sente. Au cours des derni\u00e8res ann\u00e9es, elle a \u00e9t\u00e9 trait\u00e9e de mani\u00e8re approfondie dans de nombreux s\u00e9minaires sp\u00e9cialis\u00e9s, formations continues et rencontres ERFA. Les contenus qui y sont transmis correspondent dans une large mesure aux attentes actuelles de la FINMA en mati\u00e8re de compr\u00e9hension des risques et de l\u2019\u00e9valuation des biens immobiliers. Beaucoup d\u2019\u00e9valuatrices et d\u2019\u00e9valuateurs disposent d\u00e9sormais d\u2019une base solide quant aux liens entre durabilit\u00e9, risques et maintien de la valeur.<\/p>\n<p>La prise en compte explicite des aspects de durabilit\u00e9 dans la pratique de l\u2019\u00e9valuation n\u2019est toutefois pas encore uniforme. En r\u00e8gle g\u00e9n\u00e9rale, l\u2019appr\u00e9ciation de la durabilit\u00e9 repose sur une analyse qualitative des facteurs de valeur pertinents en mati\u00e8re de durabilit\u00e9, que ce soit dans le cadre de l\u2019analyse de l\u2019objet et des risques ou au moyen de commentaires compl\u00e9mentaires relatifs \u00e0 la situation et aux caract\u00e9ristiques du bien.<\/p>\n<p>La d\u00e9termination de l\u2019influence directe des facteurs de durabilit\u00e9 sur la valeur demeure un d\u00e9fi majeur, faute de donn\u00e9es comparatives suffisantes. Certes, des indicateurs tels que les co\u00fbts d\u2019exploitation, l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique, les charges ou les d\u00e9penses d\u2019entretien \u00e0 long terme sont de plus en plus pris en consid\u00e9ration. Toutefois, leur impact concret sur les niveaux de loyers, les risques de vacance ou les taux d\u2019actualisation ne peut pas encore \u00eatre \u00e9tabli de mani\u00e8re univoque. En particulier pour des th\u00e8mes comme les risques environnementaux, les al\u00e9as climatiques, les infrastructures sociales ou l\u2019\u00e9volution d\u00e9mographique, on manque de donn\u00e9es comparables fiables et de mod\u00e8les d\u2019\u00e9valuation g\u00e9n\u00e9ralement reconnus.<\/p>\n<p>Dans ce contexte, on peut affirmer que la durabilit\u00e9 dans l\u2019\u00e9valuation immobili\u00e8re s\u2019est globalement impos\u00e9e au sein de la branche, tant dans le discours professionnel que dans la conscience des acteurs du march\u00e9. Les exigences de la FINMA renforcent encore ce processus et accroissent la pression en faveur d\u2019une approche syst\u00e9matique.<\/p>\n<p>La d\u00e9termination pr\u00e9cise de l\u2019impact individuel des aspects de durabilit\u00e9 sur un bien immobilier donn\u00e9 restera vraisemblablement un d\u00e9fi pendant encore un certain temps.
