Depuis 2022, les d\u00e9molitions, les r\u00e9novations lourdes et les changements d\u2019affectation sont soumis \u00e0 une obligation d\u2019autorisation stricte. Les augmentations de loyer cons\u00e9cutives \u00e0 des modernisations sont examin\u00e9es et limit\u00e9es dans l\u2019ensemble du canton. D\u2019un point de vue de politique sociale, cela se comprend \u2013 mais du point de vue de l\u2019\u00e9conomie de march\u00e9, l\u2019intervention reste controvers\u00e9e.<\/p>\n<p>Un point positif doit \u00eatre relev\u00e9 : les r\u00e9siliations collectives de grande ampleur sont devenues nettement plus rares. Les propri\u00e9taires doivent motiver soigneusement les r\u00e9novations ; les co\u00fbts ne peuvent plus \u00eatre r\u00e9percut\u00e9s librement. Pour les baux existants, cela signifie une stabilit\u00e9 \u00e0 court terme. Les chiffres de l\u2019Office statistique du canton de B\u00e2le-Ville montrent une baisse marqu\u00e9e des r\u00e9siliations collectives li\u00e9es \u00e0 des transformations ou \u00e0 des d\u00e9molitions.<\/p>\n<p>La situation est diff\u00e9rente du c\u00f4t\u00e9 de l\u2019investissement. Certes, les prix des logements en propri\u00e9t\u00e9 ont continu\u00e9 d\u2019augmenter \u2013 d\u00e9but 2026, le prix moyen au m\u00e8tre carr\u00e9 s\u2019\u00e9levait \u00e0 environ 10 800 francs. Parall\u00e8lement, le volume des transactions est en recul. Les investisseurs institutionnels se montrent plus prudents, en particulier pour les immeubles d\u2019habitation. Les grands d\u00e9veloppements de sites g\u00e9n\u00e8rent \u00e0 peine des unit\u00e9s suppl\u00e9mentaires. Les d\u00e9veloppeurs se tournent en partie vers la p\u00e9riph\u00e9rie, o\u00f9 les conditions-cadres sont plus pr\u00e9visibles. Pour le secteur r\u00e9gional de la construction, cela signifie une s\u00e9curit\u00e9 de planification r\u00e9duite et des volumes plus faibles.<\/p>\n<p>Le r\u00e9sultat de l\u2019initiative est paradoxal : le parc de logements locatifs reste certes prot\u00e9g\u00e9 contre des hausses de loyers drastiques ou des r\u00e9siliations collectives, mais il freine en m\u00eame temps la construction neuve, la r\u00e9novation et l\u2019afflux de capitaux \u2013 soit pr\u00e9cis\u00e9ment les facteurs qui devraient apporter une d\u00e9tente \u00e0 long terme. Sur certains segments du march\u00e9, on observe une stagnation progressive de la qualit\u00e9. Ceux qui investissent le font de mani\u00e8re s\u00e9lective et en se concentrant sur les mesures strictement n\u00e9cessaires. Sans incitations suppl\u00e9mentaires \u00e0 l\u2019investissement, B\u00e2le risque d\u2019entrer dans une phase de rar\u00e9faction de l\u2019offre induite par la r\u00e9glementation.
