Celui-ci est respect\u00e9 lorsqu\u2019un nombre suffisant de logements abordables est disponible. Le SSREI mesure les \u00e9carts entre le loyer effectif et le loyer du march\u00e9 ainsi que la densit\u00e9 d\u2019occupation. Quelle image en ressort ?<\/h5>\n<p>Le SSREI confirme les statistiques officielles : premi\u00e8rement, la charge locative de la population r\u00e9sidant en Suisse est, dans la majorit\u00e9 des cas, inf\u00e9rieure au loyer du march\u00e9 (indicateur W10 du SSREI). Deuxi\u00e8mement, la densit\u00e9 d\u2019occupation est faible (indicateur G2 du SSREI). Ces donn\u00e9es reposent sur un mod\u00e8le statistique. Globalement, les locataires suisses vivent donc actuellement dans des conditions relativement confortables.<\/p>\n<p>Bien que les propri\u00e9taires immobiliers soient, en raison du droit du bail suisse, contraints de louer leurs biens \u00e0 des prix largement inf\u00e9rieurs \u00e0 ceux du march\u00e9, ils r\u00e9alisent un rendement brut moyen de 4 \u00e0 6 % par an (source : immodirect). Le secteur immobilier semble bien s\u2019accommoder des conditions actuelles, m\u00eame si les rendements sont inf\u00e9rieurs \u00e0 ceux d\u2019autres classes d\u2019actifs.<\/p>\n<p>Si le taux actuel de rotation (emm\u00e9nagements et d\u00e9m\u00e9nagements) d\u2019environ 10 % devait se maintenir, les loyers de march\u00e9 actuels s\u2019imposeraient th\u00e9oriquement \u00e0 l\u2019\u00e9chelle nationale dans un d\u00e9lai de dix ans. Ceux-ci peuvent facilement \u00eatre deux fois plus \u00e9lev\u00e9s que les loyers des baux de longue dur\u00e9e. Cela ferait sensiblement augmenter le co\u00fbt du logement pour la population suisse \u2013 \u00e0 moins qu\u2019un grand nombre de nouveaux logements soient construits d\u2019ici l\u00e0, et\/ou que la population r\u00e9sidant en Suisse stagne ou diminue.<\/p>\n<p>L\u2019argent consacr\u00e9 \u00e0 la hausse des loyers manque ensuite pour d\u2019autres formes de consommation, ce qui p\u00e8se sur l\u2019\u00e9conomie dans son ensemble.<\/p>\n<p>Mais comme aucun acteur du march\u00e9 n\u2019a int\u00e9r\u00eat \u00e0 une r\u00e9cession, les pouvoirs publics et le secteur priv\u00e9 travaillent d\u2019ores et d\u00e9j\u00e0 sur des solutions possibles. Les prix r\u00e9gul\u00e9s \u2013 comme ceux r\u00e9cemment impos\u00e9s par la loi \u00e0 B\u00e2le \u2013 sont mal per\u00e7us par le march\u00e9. En revanche, de nouvelles formes de mise \u00e0 disposition de logements se r\u00e9v\u00e8lent prometteuses : directives d\u2019occupation, subventions crois\u00e9es au sein d\u2019un m\u00eame immeuble, strat\u00e9gies de location \u00e9quitables, \u00e9change de logements ou transfert du loyer plus bas lors d\u2019un d\u00e9m\u00e9nagement dans un logement plus petit, ainsi que les logements group\u00e9s. Des approches efficaces comprennent \u00e9galement des r\u00e8glements de construction et de zonage (RCZ) qui pr\u00e9voient des bonus d\u2019affectation de terrain : il est alors permis de construire davantage que la norme, \u00e0 condition qu\u2019un pourcentage d\u00e9fini des logements soit propos\u00e9 \u00e0 un prix abordable. On peut enfin citer des acteurs comme Helvetia Assurances, qui renoncent sans contrepartie \u00e0 la compensation de la plus-value (voir <span style=\"color: #ffa536;\"><a style=\"color: #ffa536;\" href=\"https:\/\/ssrei.ch\/fr\/eine-frage-an-marco-ramstein-von-helvetia-versicherungen\/\" target=\"_blank\" rel=\"noopener\">\u00ab Une question \u00e0 Marco Ramstein \u00bb<\/a> <\/span>dans la newsletter SSREI de mars 2025).<\/p>\n<p>Malgr\u00e9 cela, la poursuite du sc\u00e9nario actuel reste r\u00e9aliste, et le march\u00e9 exigera des ajustements du c\u00f4t\u00e9 de la demande. Concr\u00e8tement, cela signifie se rapprocher les uns des autres. Cela passe par la construction de logements plus petits, la colocation interg\u00e9n\u00e9rationnelle, la non-duplication de la demande de surface en cas de divorce, le renoncement \u00e0 d\u00e9m\u00e9nager apr\u00e8s une naissance, ou encore l\u2019abandon de la r\u00e9sidence secondaire. Une fois que le segment des petits logements sera suffisamment d\u00e9velopp\u00e9, les nombreux c\u00e9libataires n\u2019auront plus de raison de s\u2019attribuer seuls des appartements de 4 pi\u00e8ces.<\/p>\n<p>Le march\u00e9 nous obligera \u00e0 faire preuve de plus de modestie.
